The basic run down of this lottery is that there are 2 draws the first and the second there will be drawn 4 ping pong balls and each combination of balls correlates to a winner. In this lottery that I have replicated 2 teams move up at most with the maximum being 10 spots. If a team is below position 11 they are ineligible to win the first overall pick and if they were to win the lottery draw they would move up 10 spots but the draw would go to the worst team. For example if team #14 wins they move up 10 spots to the 4th overall pick and the number 1 pick would go to team #1.
